Supporting Garfield Square Housing

Our beloved community needs more housing. The proposed Garfield Square Housing Development will provide Duluthians with 50 new apartments. The Duluth Area Chamber of Commerce supports the construction of this apartment building. The Chamber remains an unwavering advocate for engaging our members in generating housing solutions for Duluth.

The proposed apartment building would be built in beautiful Lincoln Park, at the intersection of West Superior Street and Piedmont Avenue. The property is located on the vacant lots west of the Duluth Gospel Tabernacle and north of Kia of Duluth.

At the June 13 Duluth City Council meeting, I encouraged councilors to pass a motion of support for Center City's application to the Minnesota Housing Finance Agency for low-income housing tax credits toward the development of the Garfield Square. I did so on behalf of the Chamber's board of directors.

Fortunately, the Council voted to support Center City's application on an 8-1 vote. It is now Center City Housing's challenge to seek $10.4 million in tax credits from the Minnesota Housing Agency. The tax credits are a requisite component for financing this development. We are fortunate to have a local developer, Center City Housing Corporation, willing to apply for the credits and to shepherd this needed housing development through a myriad of applications and approval processes.

Garfield Square could be an integral part of the plan to redevelop what was once the Seaway Hotel and is now the Esmond Building, in historic Lincoln Park. Many of the current Esmond residents would relocate to the new apartment. The vacated Esmond would be renovated and repurposed to better serve Lincoln Park. This redevelopment would include much needed workforce housing and renovated commercial space.

For these reasons, the Chamber is pleased to join the Lincoln Park Business Group in advocating for Garfield Square. We also are proud to stand in support of this project with the Housing and Redevelopment Authority, the Duluth Local Initiatives Support Corporation and the St. Louis County Public Health and Human Services Department.

The Garfield Square Housing Development would bring additional housing, investment and jobs to our Zenith City. I hope you will join us in support of this necessary development.
